DESIGN GUIDELINES AND SURFACE TRANSPORTATION BEST PRACTICES STUDY
Pursuant to recommendations contained in the Airport Master Plan Update, which was completed in December of 2012, the Airport has embarked on two planning efforts. The first is the creation of a set of design guidelines which will govern all future development at the Airport. The second is a surface transportation best practices study. These projects began in June of 2013 and are intended to be completed by the end of 2013. The Board of County Commissioners has established a task force to provide input and oversight for these planning efforts. A summary regarding each of these projects is provided below.
The purpose of this project is to develop a set of design guidelines to ensure that future development and redevelopment at the Aspen/Pitkin County Airport is consistent with community values which reflect high standards for architectural quality, environmental sensitivity, neighborhood compatibility, and sustainability. The design guidelines are intended to provide clear and concise direction for all participants in the development process at the Airport, including developers and those who are responsible for reviewing development proposals for consistency with community values. Key considerations in the development of the Design Guidelines include: airport security and operational requirements, quality of service and experience for airport users, scenic view planes as defined through the ongoing West of Maroon Creek Plan and/or the Downvalley Plan, and other land use requirements that may be requested by the community. The Design Guidelines will build upon, and dovetail with, other applicable governmental standards, regulations, and planning documents. Other existing information regarding energy efficiency, construction sustainability, and greenhouse gas emissions, that has been developed through various consulting efforts on behalf of the Airport, will also be utilized and referenced as appropriate.
The design guidelines process will not involve design of the terminal building or any other specific facility at the Airport. With regard to the main passenger terminal, the County intends to conduct a multi-phased design process (conceptual design, detailed design, etc.) for this facility which will include a comprehensive public input component with numerous opportunities for comment from the public at each stage in the design process. In addition, the terminal building will be subject to a location and extents review with a noticed public hearing conducted by the County Planning Commission.
